The 100% Rural Stack, and Land Money

Which government-backed loan fits which buyer here, what each will and will not do, and where each one stops working.

Gates County is a zero-down county for most buyers who qualify — the whole county is USDA-eligible, and more than half of its working residents earn a paycheck in Virginia, which makes VA entitlement a primary tool here rather than a footnote. Land itself is a different lending world, and it has its own institutions.

The five things to know

  • The entire county is USDA-eligible on the property/location test: USDA Rural Development’s own ineligible-areas map layer shows no ineligible area inside Gates County (checked October 24, 2026).
  • Gates County is carved out as its own "Gates County, NC HUD Metro FMR Area" for USDA income limits. It does not use Virginia Beach’s limits, despite being in that metro area.
  • VA loans carry no loan limit at full entitlement. Limits only re-enter the picture on reduced or partial entitlement.
  • VA cannot finance raw land by itself — the statute ties every loan purpose to a dwelling. Land money comes from somewhere else.
  • Gates County is not an FHA floor county: the 2026 one-unit FHA limit is $757,850 against a national floor of $541,287 — and unusually, it sits below the $832,750 conforming baseline.

USDA Section 502: the default loan in this county

Two separate programs share the "502" name and they work very differently.

502 Guaranteed — a private lender, backed by USDA

USDA's own description: eligible applicants may purchase, build, rehabilitate, improve or relocate a dwelling in an eligible rural area with 100% financing, backed by a 90% loan note guarantee to the approved lender — "so no money down for those who qualify."1

Feature502 Guaranteed
Down paymentNone required
Credit scoreNo minimum score in USDA's rule. 7 CFR 3555.151(i) asks for a verifiable credit history showing "a reasonable ability and willingness to meet their debt obligations." The score cutoff is the lender's; ask yours.
Debt ratios29% housing and 41% total debt (7 CFR 3555.151(h)); both can be exceeded with compensating factors
Income limitThe area's moderate-income limit: 115% of area median income (7 CFR 3555.10)
Term30-year fixed only
OccupancyMust personally occupy as primary residence
Acreage"No set acreage limits" — but the site must be typical for the area and must not be income-producing land

Gates County's own income limits, which are not Virginia Beach's

This is the detail most sources get wrong

Gates County sits in the Virginia Beach-Chesapeake-Norfolk MSA for FHA purposes. For USDA and HUD income limits it is carved out as its own "Gates County, NC HUD Metro FMR Area," and USDA's own eligibility application returns exactly that string for State = North Carolina, County = Gates. The practical consequence is that Gates County uses lower limits than the surrounding metro would suggest.2

Gates County, NC: 2026 limits1–4 person household5–8 person household
502 Guaranteed (moderate income)$122,800$162,100
502 Direct (low income)$70,900$93,600

Effective July 13, 2026, per USDA Procedure Notice 657; read from USDA's income eligibility tool on October 24, 2026. Very-low-income Direct limits and households over eight are on the same tool. Note these are household income limits, not borrower income: everyone's income in the house counts, whether or not they are on the loan.

502 Direct — USDA is the lender

The Direct program is originated by USDA itself rather than a bank, for lower-income applicants, and it has one feature the Guaranteed program does not: payment assistance, a subsidy that reduces the payment based on adjusted family income. USDA's own language: the interest rate "when modified by payment assistance, can be as low as 1%."3

USDA publishes the Direct note rate on its Direct home loans page and changes it from time to time, so this page does not repeat it. Terms run 33 years, or 38 years where the applicant's adjusted income is at or below 60% of area median and the longer term is needed to show repayment ability (7 CFR 3550.67). No down payment is typically required, though applicants with assets above the limits may be required to use some of them.

The guarantee fees, and why no percentage appears here

USDA charges an upfront guarantee fee and an annual fee. The statutory ceilings are verified: the upfront fee "may not exceed 3.5 percent of the principal obligation" and the annual fee "may not exceed .50 percent of the average annual scheduled unpaid principal loan balance." The annual fee applies for the life of the loan and is fixed at closing. The upfront fee may be financed into the loan, and when financed the loan amount may exceed appraised value by the amount of the fee.

The actual current-year percentages are not published on this page. They are reset each federal fiscal year, and no USDA source for the current table could be retrieved (re-checked October 24, 2026). Figures circulating elsewhere may well be right; they are not sourced, so they do not appear here. Ask your lender for the fee applicable to your loan's obligation date, in writing.

VA loans: a primary tool here, not a footnote

More than half of employed Gates County residents work outside North Carolina, and the largest single workplace destination is Suffolk, Virginia, in a Hampton Roads labor market with major military installations. For a buyer who has served, VA entitlement can be the strongest tool in this county.

The funding fee

Purchase or construction loanDown paymentFunding fee
First useLess than 5%2.15%
5% or more1.5%
10% or more1.25%
After first useLess than 5%3.3%
5% or more1.5%
10% or more1.25%

Also: cash-out refinance 2.15% first use and 3.3% after; interest rate reduction refinance 0.5%; loan assumption 0.5%. Rates effective April 7, 2023, as shown on VA.gov on October 24, 2026. The fee may be financed into the loan or paid at closing.4

You pay no funding fee at all if any of these is true

  • You are receiving VA compensation for a service-connected disability;
  • You are eligible to receive VA compensation for a service-connected disability but are receiving retirement or active-duty pay instead;
  • You are a surviving spouse receiving Dependency and Indemnity Compensation;
  • You are a service member with a proposed or memorandum rating, before the loan closing date, establishing compensation eligibility from a pre-discharge claim; or
  • You are an active-duty service member who provides evidence, on or before the closing date, of having received a Purple Heart.

And a refund provision worth knowing: you may be eligible for a refund of the funding fee if you are later awarded VA compensation for a service-connected disability, provided the effective date of that compensation is retroactive to before your loan closing date.

Loan limits, precisely stated

VA's own words: with full entitlement, "you don't have a loan limit (as long as you can afford the loan amount and the property appraisal supports the purchase price of the home)." Limits govern only where entitlement is reduced or partial, and there the remaining bonus entitlement is calculated from the FHFA one-unit conforming limit for the county — $832,750 for Gates County in 2026 — minus the entitlement already used. Credit standards are set by the lender.4

Where VA deals actually die out here: minimum property requirements

The full treatment is in the financing chapter. The short version, because it decides contracts:

  • Water. Continuous supply of safe, potable water. All testing performed by a disinterested third party — and "at no time will the Veteran or other interested party collect and/or transport the sample." Results valid 90 days from certification by the local health authority.
  • The setback nobody actually sets. VA specifies no minimum well-to-septic or well-to-property-line distance. Local environmental health does.
  • Written acknowledgment required from the veteran where water comes from a dug well, cistern, hauled water, spring, lake, river, sand-point or artesian well, or a rainwater catchment system, or where a chlorinator or filtration system is present.
  • Private roads. Access must be protected by a permanent easement and maintained by a homeowners association or a joint maintenance agreement. Where the veteran would carry a disproportionate share, the VA Regional Loan Center must approve it — VA "will not accept an agreement in which the Veteran accepts sole responsibility for maintaining an unreasonable distance of the private road."
  • Shared wells need a recorded well-sharing agreement with cost-of-repair provisions, binding on successors in title.

Check which version of the handbook your lender is quoting

Five VA minimum property requirements were struck as superfluous effective for appraisals ordered after May 1, 2026, including the radon topic in its entirety. Two versions of Chapter 12 are live on VA's own knowledge base. Anyone quoting an older one may be quoting a repealed requirement.

Land money: a different lending world

No ordinary mortgage buys raw land. Neither does VA. So land purchases here route to a narrower set of lenders, and one in particular publishes Gates County in its own service area.

LenderServes Gates County? What their own material says
AgCarolina Farm Credit
Elizabeth City branch, 101 Impact Blvd., Elizabeth City, NC · (252) 335-0582
Yes: the branch's own page lists seven counties served (Camden, Chowan, Currituck, Dare, Gates, Pasquotank, Perquimans), checked October 24, 2026Farm loans, home loans including construction and rural home loans, and land loans. Their Rural Land Loans product states no acreage limitation and no prepayment penalty; for non-farm rural land there must be plans to build a dwelling in the future. Farming and timberland route to a separate farm land loan product. Down payment percentages and rates are not published on their site.
AgCarolina Farm Credit — Ahoskie branchNoDespite being geographically close, the Ahoskie branch's published service area is Bertie, Hertford and Northampton only. Call Elizabeth City.
Farm Credit of the VirginiasNoIts chartered territory, per the Farm Credit Administration's public directory, is counties in Virginia, West Virginia and western Maryland. The state line is right there; the lending territory stops at it.

A gap this page is not going to paper over

There are certainly North Carolina community banks and credit unions that portfolio land and construction loans in this region. None is named here, because none could be verified against its own published material during this build. That is a research gap, not a judgment about any institution, and it is not an implicit endorsement of the one lender that could be verified. Ask around locally, and ask your closing attorney — they see who actually funds these deals.

Why conventional lenders balk at acreage

Two provisions of Fannie Mae's Selling Guide do most of the work, and neither is an acreage cap:5

  1. The whole parcel gets appraised. "The appraisal must include the actual size of the site and not a hypothetical portion of the site" — with Fannie's own example that an appraiser "may not appraise only 5 acres of an unsubdivided 40-acre parcel."
  2. Highest and best use must be residential as improved. Fannie "will only purchase or securitize a loan that represents the highest and best use of the site as improved." A tract that reads as agricultural, timber or subdividable does not clear that.

Add the comparable-sales problem in a county this small, and the picture is complete: it is not that the rules forbid the loan, it is that the file cannot be supported. That is why Farm Credit-type lenders exist.

NCHFA: what stacks on top

The North Carolina Housing Finance Agency's assistance sits on top of a USDA, FHA, VA or conventional first mortgage.6

ProgramWhat it isWho qualifies
NC Home Advantage MortgageDown payment assistance up to 3% of the loan amount; repaid only on sale, refinance or transfer before year 15, then forgiven 20% per year across years 11–15First-time and move-up buyers; credit score 640 (660 for manufactured homes); agency income cap $158,000; occupy as principal residence within 60 days
NC 1st Home Advantage Down Payment$15,000 as a 0% deferred second mortgage, forgiven on the same 11–15 year schedule; must be paired with an NC Home Advantage Mortgage, in place of the 3% (the two can't be combined)First-time buyers (no principal residence owned in the past three years), military veterans, or buyers in targeted census tracts (NCHFA lists none in Gates County)

Gates County's own limits for the $15,000 program, for locks on or after June 15, 2026 (checked October 24, 2026): income limit $117,000 for a 1–2 person household and $137,000 for 3 or more; sales price limit $525,000. Details on the NCHFA programs page.

Two Gates County-specific notes

Gates County is not a targeted county. No Gates County tract appears on NCHFA's county and census tract targeted-areas list (checked October 24, 2026), so the targeted-area path around the first-time-buyer test is not available here. Nearby Hertford, Northampton, Halifax, Pasquotank and Bertie counties each have listed tracts, so a buyer looking across a county line may have an option a Gates County buyer does not. The list's effective date is not stated on NCHFA's page.

The NC Home Advantage Tax Credit (MCC). No longer offered: NCHFA lists the Mortgage Credit Certificate as no longer an active program (NC Home Advantage Mortgage Program Guide, July 2026).

And FHA, for completeness

Gates County's 2026 FHA one-unit limit is $757,850, not the $541,287 national floor, because FHA limits are set per metro area and Gates County is an outlying county of the Virginia Beach-Chesapeake-Norfolk, VA-NC MSA. Unusually, that sits below the $832,750 conforming baseline. Full detail on the FHA loan limits page.7

Frequently asked questions

Is all of Gates County really USDA eligible?

On the property/location test, yes. USDA Rural Development publishes an ineligible-areas map layer behind its own public eligibility map, and it shows no ineligible area inside Gates County (checked October 24, 2026). The only overlap ever found is a set of hairline slivers along the state line, where USDA’s polygon and the county boundary were digitized slightly differently. That is not an ineligible area. Structurally it makes sense: the county’s only town, Gatesville, had 267 residents at the 2020 census. Still verify the specific address at eligibility.sc.egov.usda.gov before writing an offer; eligibility maps are updated periodically and this site is not USDA.

Does USDA limit how many acres I can buy?

No, and this is the single most misreported USDA rule. USDA’s own funds-use list says "A site with a new or existing dwelling. No set acreage limits." What applies instead is a qualitative standard: 7 CFR 3555.201(b) requires that the site size "must be typical for the area," documented by the appraiser. Separately, the site "must not include income-producing land or buildings to be used principally for income-producing purposes" — large tracts of arable land ready for planting are income-producing, and barns, silos, greenhouses and livestock facilities used primarily for agriculture are ineligible. Barns used for storage and ordinary sheds are fine. The property must be "predominantly residential in use, character and appearance."

What about the rule that land can’t be more than 30% of the value?

That rule is not in USDA’s current guidance. It does not appear in 7 CFR 3555.201, in the current HB-1-3555 Chapter 12 site-requirements section, or in USDA’s own loan-origination FAQ — all three were checked directly. It appears in older material and is still repeated widely on mortgage blogs. Where a land-value-to-improvement-value ratio actually bites, it is an individual lender’s overlay, not a USDA or secondary-market rule. Ask your loan officer whose rule it is; the answer determines whether you shop for a different lender or a different property.

Do VA loans still have a county loan limit?

Not for a borrower with full entitlement. VA states it plainly: "You have full entitlement / You don’t have a loan limit (as long as you can afford the loan amount and the property appraisal supports the purchase price of the home)." Limits govern only where entitlement is reduced or partial — there, remaining bonus entitlement is calculated from the FHFA one-unit conforming limit for the county, minus entitlement already used. Regardless of entitlement, the maximum loan on a property is the appraised value or the purchase price, whichever is lower.

How far does VA require a well to be from a septic system?

VA sets no distance at all, and this is worth being firm about because it is misquoted constantly. VA’s Lender’s Handbook says the appraiser "is not required to sketch or note distances between the well, property lines, septic tanks, drain fields, or building structures," and VA’s published FAQ says VA "has no specific minimum property setback distance between the well and the dwelling or property line." Setbacks are set by the local building, planning or environmental health authority. In Gates County that is Albemarle Regional Health Services, under North Carolina rules.

Can I buy raw land with a VA loan and build later?

Not raw land on its own. The statutory loan purposes at 38 U.S.C. § 3710(a) are each tied to a dwelling — purchasing or constructing a dwelling, purchasing a farm that has a farm residence on it, or constructing a farm residence on land the veteran already owns. Buying unimproved land by itself is not an enumerated purpose. VA does guarantee construction loans, in two forms: a one-time close where construction and permanent financing close together, and a two-time close where an initial non-VA interim construction loan closes first and a VA loan refinances it into permanent financing. The two-time close is the practical reality for most rural North Carolina builds. Once a VA construction loan closes as one type, it cannot be modified into the other.

Who lends on land itself around here?

AgCarolina Farm Credit’s Elizabeth City branch lists Gates County in its own service area, and its rural land loan product states no acreage limitation and no prepayment penalty. Note that Farm Credit of the Virginias does not serve North Carolina at all despite the state line being right there — its published territory is Virginia, West Virginia and western Maryland. This site names no other lender, because no other lender’s Gates County service could be verified from their own material during this build. That is a gap, not an endorsement of the one that could be.

Is this financial or lending advice?

No. This page is informational. Program terms, fees, income limits and loan limits are revised at least annually and sometimes mid-year. Verify current figures with USDA Rural Development, VA, NCHFA and a licensed lender before making any financial decision.
